Controlled Vocabulary of the Italian Municipal Administrative Acts for the Praetorian Register
The Praetorian Register is the place and space where all those acts are posted for which the law requires publication as they must be brought to the attention of the public, as a necessary condition to acquire effectiveness and therefore produce the expected effects. With Law No. 69 of 18 June 2009, the Praetorian Register is transformed into a "virtual" place accessible to all with a simple link to the reference website and all the documents and acts that must be disclosed and disseminated to acquire effectiveness, are made public through the Internet. The rules with which the online Praetorian Register works do not change, but the tool changes: instead of the document printed and posted in the space dedicated to the Praetorian Register there will be a website. Article 32, paragraphs 1 and 5 (the latter amended by Article 2 of Legislative Decree 30.12.2009 n.194- cd. Decree No 1000 extensions – converted, with amendments, by Law No 25 of 26 February 2010 – of Law No 69/2009 provides that ‘... the obligations to publish administrative acts and measures with the effect of legal publicity shall be deemed to have been fulfilled by publication on its websites by the public authorities and obliged public bodies’. From 1 January 2011 "advertising carried out in paper form shall not have the effect of legal advertising". From that date, the online Praetorian Register replaces the old paper register. The online Praetorian Register includes all the documentation produced by the body such as resolutions, final measures of administrative procedures, administrative acts of a general nature, management decisions, marriage publications, electoral notices, variations to the land use plan, list of building abuses, orders and notices from municipal offices, publication of unsolved or unnotified acts, requests for name changes, list of lost items, national lottery bulletin, auction notices, commercial licenses, competition notices, tenders, notices of availability of rented accommodation, various acts at the request of other bodies. The objective of the controlled vocabulary is to define a classification of the types of municipal administrative acts for the online Praetorian Register. The project is the result of a working table shared during the Friuli Venezia Giulia hackathon, held in Udine on June 15, 2019 in which civic-hackers and employees of: Autonomous Region Friuli Venezia Giulia, Municipality of Cividale del Friuli, Social services of the municipalities of Torre, Inter-municipal territorial union Sile and Meduna, Municipality of Codroipo, Municipality of Trieste, Municipality of Udine, Municipality of Tavagnacco, Chamber of Commerce of Pordenone-Udine, Municipality of Palermo, Municipality of Gorizia, University of Trieste, CNR, Formez, Open Data Sicily, Private companies (Source: http://qualitapa.gov.it/sitearchaeology/relations-with-citizens/open-government/digital-pa-tools/register-praetorium-online/)
